So, what's actually going on? According to a report via cbinewstv, members of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) shut down NUPRC offices across the country on Monday. They blocked the headquarters in Abuja in protest over how foreign training slots are being handed out.
Yes, the walkout has paralysed admin work at the Commission. But the NUPRC is adamant it hasn't touched production.
Mr Eniola Akinkuotu, Head of Corporate Communications and Media, told cbinewstv: "It is true that some administrative activities were affected today due to industrial action taken by the unions. However, this has not in any way impacted activities in oil and gas facilities or production in general."
He added that regulatory oversight and field monitoring are still running, and that top management is already in talks with the unions to end the strike and "restore normalcy."
The heart of the dispute? Training. Sources say management wants to prioritise local programmes over expensive overseas trips, arguing it cuts costs and builds domestic capacity. In particular, they want training linked to Factory Acceptance Tests for Positive Displacement (PD) meters to be done in Nigeria.
Staff aren't having it. They see the move as cutting back on foreign capacity-building opportunities, and that's what sparked the nationwide shutdown. One anonymous staffer said the union rejected the local-first position outright.
For now, the message from the regulator is simple: the paperwork may be piling up, but the oil and gas keeps pumping.
