New US Sanctions Hit Congo Rebel Commanders

The US isn't messing about. Two top rebel commanders in eastern Congo just got slapped with fresh sanctions, and Washington's making it clear: peace deals aren’t just paper promises.
So, here’s what’s happened, according to cbinews.tv. The US has turned up the heat on armed groups in eastern Democratic Republic of Congo by rolling out new sanctions this week.
On Tuesday, the US Treasury Department went after two big names: John Imani Nzenze, who runs intelligence for the M23 rebel movement, and Gustave Kubwayo — also known as “Colonel Sirkoof” — a senior commander with the FDLR militia.
Why them? Washington says both are knee-deep in the violence that’s been tearing up North Kivu, even while diplomats are trying to patch things together.
If you’ve followed this conflict, Nzenze’s name might ring a bell. He’s been tight with M23 leader Sultani Makenga — already sanctioned by both the US and UN — since the group’s first rebellion back in 2012-2013. He’s been linked to military ops against Congolese government troops for years.
On the flip side, Kubwayo leads an intelligence and special ops unit for the FDLR. That’s the Hutu militia that formed after the 1994 Rwandan genocide, and they’re still active around Nyiragongo territory in North Kivu.
By targeting commanders from *both* sides, the US is basically saying “we’re not picking favourites — we want the fighting to stop”.
US Treasury Secretary Scott Bessent didn’t mince words: “Persistent violence by armed groups is exacerbating an already dire humanitarian crisis.” The sanctions mean any US-based assets these two have are frozen, and Americans can’t do business with them. Full stop.
This all ties back to the Washington Agreements signed on 4 December 2025. The US is nudging Congo to keep dismantling the FDLR, while telling Rwanda to pull its troops out of eastern Congo and cut any ties to M23. Rwanda, for its part, keeps denying it backs M23, despite what the UN and Western governments say.
So yeah — Washington’s putting money where its mouth is on those peace accords. Let’s see if it shifts things on the ground.
