Big win for non-teaching staff in federal universities! The Federal Government has finally reviewed those 2009 allowances that everyone agreed was long overdue.

Here's the gist, in plain English:

So, some good news is coming out of the university system for a change. The Federal Government has approved a major upward review of hazard allowances and other earned benefits for members of the Non-Academic Staff Union of Educational and Associated Institutions, NASU, in federal universities.

And it’s not just for the future — the new package takes effect retrospectively from 1st January 2026.

According to a circular exclusively obtained by cbinews.tv, the approval was conveyed by the National Salaries, Incomes and Wages Commission in a circular dated 20th July 2026. The circular, signed by the Acting Secretary, Adighiogu A. Chiadi, follows the agreement reached between the FG and NASU on 29th June 2026.

The circular itself was addressed to the big guns — Chief of Staff to the President, SGF, Head of Service, Ministers and heads of agencies — and it basically says the FG has approved payment of the Consolidated Non-Teaching Tools Allowance and a full review of Earned Allowances.

So, what does this actually mean for workers’ pockets?

The Hazard Allowance is the headline act:

For lab, workshop, studio, clinical and occupational hazards, the jump is quite significant.

For staff on CONTISS 1-5, it moves from N180,000 to N243,000 per annum. That’s a N63,000 increase. NASU had asked for N360,000, though.

For senior staff on CONTISS 6-15, it goes from N360,000 to N486,000 per annum — a whopping N126,000 rise. The union had pushed for N720,000.

Call duty, shift duty and clinical hazard allowances remain as they were.

For high-risk allowance, there won’t be a fixed yearly payment. As reported by cbinews.tv, it will continue to be paid through the Employee Compensation framework in line with the Employees’ Compensation Act 2010. NASU had wanted N300,000 flat for everyone.

Responsibility Allowance also got a bump:

Registrars and Bursars: From N750,000 to N840,000 yearly (N70k monthly). NASU wanted N1.5m.

Directors: Big one this — from zero to N600,000 yearly. That’s exactly what NASU demanded.

Deputy Registrars, Deputy Bursars & Deputy Directors: New allowance of N480,000 yearly (N40k monthly). Demand was N600k.

Heads of Departments/Units: From N300,000 to N360,000 yearly.

Heads of Sections: From nothing to N150,000 yearly.

Other allowances you should know about:

Field trips, teaching practice and industrial supervision, plus Students Work Experience Programme (SIWES) allowances were all reviewed upwards by about 35% across CONTISS levels. For example, CONTISS 13-15 staff will now get N135,000 instead of N100,000 for field trips.

And there’s a brand new one — Uniform and protective wear allowance. Lab, workshop and studio staff who previously got nothing will now get N80,000 yearly each.

A few housekeeping notes from the commission: Provision Tools Allowance has now been absorbed into the Consolidated Non-Teaching Tools Allowance. Project Supervision Allowance won’t be paid separately because, well, it’s considered part of the job already. And Excess Workload Allowance (currently N3,500 per hour) is to be phased out.

Let’s be honest, this review has been a long time coming. As cbinews.tv understands, NASU has argued for years that the 2009 agreement is grossly inadequate given inflation, naira depreciation and the cost-of-living crisis. This move comes as the FG tries to keep industrial harmony in public universities after the new minimum wage and endless back-and-forth with university unions.

It’s not everything NASU asked for, but it’s a solid step.
