Djibouti Swears In New 26-Member Cabinet With Strong Female Representation After Guelleh’s Re-election

Djibouti has officially rolled out a fresh cabinet lineup, and it’s already making headlines for its mix of continuity, key political heavyweights, and a notable push for female representation.
According to cbinews.tv, Djibouti has unveiled its first government since President Ismaïl Omar Guelleh secured re-election in April 2026, naming a 26-member cabinet that includes eight women.
The new cabinet was announced on Sunday through a presidential decree, confirming a reshuffle that still keeps several familiar faces in key positions.
In the lineup, Ilyas Moussa Dawaleh remains in charge of the Economy and Finance Ministry, while Abdoulkader Houssein Omar continues his dual role as Foreign Affairs Minister and government spokesperson. Hassan Omar Bourhan also retained his position at the Defence Ministry, and Omar Abdi Said takes over the Interior Ministry.
One of the standout features of the new government is its strong female representation. Seven women are heading ministries, while another has been appointed Secretary of State.
Among them, Mouna Osman Aden steps in as Health Minister after previously serving in Women and Family Affairs. Hana Farah Assoweh now leads the Women and Family Ministry, and Ouloufa Ismail Abdo takes charge of Social Affairs and Solidarity.
Other key appointments include Amina Abdi Aden (Urbanism and Housing), Fardoussa Moussa Egueh (Youth and Culture), Safia Mohamed Ali Gadileh (Digital Economy and Innovation), and Mariam Hamadou Ali (Investments and Private Sector Development). Fatouma Ali Abdallah has also been named Secretary of State for Sports.
This new cabinet is the first since President Guelleh’s landslide victory, where he reportedly secured 97.81% of the vote against opposition candidate Mohamed Farah Samatar.
Guelleh, who has been in power since 1999, continues his long tenure following a constitutional change that removed the presidential age limit, allowing him to run again.
