His continued absence from Cameroon since 7 June 2026 has sparked serious debate at home, with the opposition now openly talking about a power vacuum at the top.

But according to a report by cbinews.tv, the 92-year-old leader has quietly switched up how he communicates during his stay in Geneva.

Instead of his usual public appearances and speeches, Biya is now governing by decree, literally signing to show he's still in power.

On 3 August 2026, he signed several presidential decrees promoting five colonels, just days after another decree on 28 July sent a general into retirement.

And it's not just military matters. On the economic front, a decree on 30 July authorised the Minister of Economy, Planning and Regional Development to sign agreements worth billions of francs with the Islamic Development Bank.

On paper, signing decrees is routine presidential business. But the timing is everything. It comes at a very sensitive moment, with rumours swirling about the President's health.

A government spokesperson has since tried to calm nerves, insisting Biya is well and that his return home is imminent.
